According to NFLPA Executive Director Demaurice Smith, the Oakland Raiders are one of two NFL teams that are under the 89 percent cash spending requirement for the NFL Cap. This means the Raiders will have to spend that amount they are short by during the very next fiscal year in order to make up the difference. The question is why are the Raiders spending less cash on their players than the other NFL teams? The other organization with the problem is the Jacksonville Jaguars. Is this lack of money?
