Can Oakland Afford A Universal Basic Income Program? Universal Basic Income, or what we used to call a Guaranteed Minimum Income, is gaining steam as a way to help combat unemployment and under-employment. Stockton, Ca. has a pilot program using $1 million, and there's another such program in West Oakland, but can Oakland can afford such an initiative. Well, it depends. If Oaklanders believe that all homes should get a monthly check, then the annual price tag is just north of $570 million if we spend $3,600 per household per month. If we have a smaller household population, then it's more affordable from the perspective of a parcel tax. Whatever the case, it's a debate Oakland should have. Stay tuned.

Bob McNair Not Racist But Houston Texans Owner’s Awful “Inmates Running The Prison” Comment Timely
I have to say something that Bob McNair is one of the finest people in the NFL I've ever had occasion to know. I met him while pitching the Oakland Super Bowl Bid on November 1st 1999, in Chicago at the Hyatt Regency O'Hare, where Wilston sponsored a cocktail party. Bob, or “Mr McNair” as I chose to call him as much as I refer to any person I hold in high respect, has never talked down to me, not made time to talk with me, or frowned at me (as trite as that sounds). I am not Bob's employee and never have been. In the first case, I was his equal: the head of Oakland's effort to land the Super Bowl, just at the time he became the newest owner of an NFL team. In the second case, and still current, I'm still his equal: a member of the press – the fourth estate that covers the NFL. Bob McNair has always been never less than kind, and when I started my media company, always available for a comment or interview, and words of encouragement for me to achieve success. And that's to this day. If he were racist, Mr. McNair would have never done that. Now that does not excuse what Bob McNair said one bit – and he knows it. As much as he made a mistake in endorsing Donald Trump, that was no reflection on who he is as a person or a member of the World business community. It was about power, and that leads to my next point. The Golden State Warriors Draymond Green said it best: In 2017, you can't use a 'figure of speech'. “Figure of speeches aren't OK in 2017,” he rightly said. “If I come out and give a figure of speech in 2017, I'm gonna get fined. I'm gonna get ridiculed.” Then Green went on to point out that it's not OK in society, given that people don't want to here something that's offensive to a group of people. We have to take action to protect good people who are unfairly ravaged on social media. Yes, the comment was plainly not one that should have been made, but what Bob McNair was saying was that he didn't want the employees to run the firm. That opens a large conversation on such things as employee-ownership options, and also black athletes and where they spend their money. To that, I say this: not enough black athletes think of themselves as business people who are equals to the people who own the teams they represent. For example, LeBron James had a shirt on that reads basically that whites in America don't see blacks, even as we protest racist actions. I hated that t-shirt because it put us in the position of being powerless and begging for respect from someone white. I like the alternative, Spike Lee style: invest in media companies (like mine) that spread a message favorable to black athletes. Help black entrepreneurs by investing in their companies like Zennie62Media (er, like mine). We don't see that; what we see are black athletes like Andre Iguodala and Kevin Durant and Mr. Green investing in white startup companies like Postmates. Are we to call them racist? Just asking. The main point is, Bob McNair is a good man who made a mistake. Indeed, it's an error that can help shed light where's its needed the most: on the issue of black wealth and self-esteem. Oakland Raiders Las Vegas NFL Stadium Soil Study: Cost Overrun Problem Before Groundbreaking While The Oakland Raiders are being dragged into plans for a politically driven Las Vegas NFL stadium groundbreaking, my sources, including Clark County Commission Steve Sisolak, have provided information that points to significant cost overruns for the planned new home for the Silver and Black. First, Commissioner, Sisolak, who's also running for Nevada Governor, issued a tweet on October 24th that read “for those who are calling. The @Raiders continue to do soil and geological testing on the @VegasStadium site.” When I asked via my video livestream why it has taken the Oakland Raiders seven months to complete a study that normally takes a months, and why they started the study before buying the land March 31st, then bought the land May 2nd, and now are still doing soil studies? A person who's in the right place to know about sports stadium construction issues, wrote an email to me that read: “it may be the Raiders are doing a second soils test because the first one that was done resulted in worse than expected values with resulting higher costs and they are shopping for a more friendly soils report.” That person who wrote this has 25 years of experience in this area; I can't say who he is. For all I know, he may be working on the Oakland Raiders Las Vegas NFL stadium. Then, there's this email I received from another source: “That (Raiders Russell Road site) area floods almost every year. 12-32 inches of water. That why Mark has to pay to expand the sewerage and drainage system. That 500 million extra doesnt cover that cost i forgot a few months back i had to take a lead safety class. The guy teaching the class is a Oakland Raider fan. He did the testing on the vegas land. He's said the lead and asbestos levels on that land is unexpected. So the guy who teaches the lead safety class is from Hayward. He moved to LA some years back. his company does lead and asbestos testing. His company is the first anfmd the largest lead, asbestos and hazardous test company. The contractors sent him the samples. He told the class that Russell Rd had unexpectedly high levels of lead and asbestos. they sent him 10 sample area. He said they can send 1000 sample it would all come up the same.” When I followed up with that source to determine if he meants that the $500 million was actually the total new cost for on-site infrastructure because of the drainage problem, he said yes. So, that ads $150 million on to the cost of the Las Vegas NFL stadium project to date. So, where we are now is this: Construction Costs: $1.325 million Land, Infrastructure, Onsite Costs: $500 million Offsite Transportation Infrastructure Costs: $450 million Offsite Non-Transportation Infrastructure (Parking) Costs: $195 million NFL Relocation Fee: $370 million Practice Facility: $100 million Contingency: $100 million Total Project Cost: $3.040 billion Including the NFL Relocation Fee, the total project cost is $3 billion. Meanwhile the total funding sources don't help the situation: Team Investment: $500 million Public Investment: $750 million Private Investment (B of A Loan): $850 million Total Funding Sources: $2.1 billion The Raiders are $940 million 'in the hole' as of this writing, and given the cost overruns due to the land problem. That does not include operating losses, which in an early spreadsheet, I estimated at $362 million - that was caused by the loan debt from the Bank of America loan - the original stqdium revenue calculations were not sized to fit the loan. In other words, what other new revenue will be pledged to the project? The spreadsheet includes all event and non-event related revenues, including naming rights. As you can see, the Bank of America Loan causes a giant operating loss that has not been addressed in the way of additional revenue from any known source. The estimates are based on what the stadium consultants and the Raiders produced in 2016. So, we have a negative $362 million operating loss – add the cost overrun and we have a project set to be $1.3 billion 'in the hole' as of this writing. Basically, the Raiders have to fill a giant Las Vegas NFL Stadium $1.3 billion funding gap. This consists entirely of money that would not have to be spent in Oakland in planning for a new stadium. Imagine that you are going to purchase the land to build a home on. The first thing one does is have a soil and site study done. You do that before you sign the contract to buy the land. Now, get this. The Oakland Raiders had an option on the Russell Road site. Then, on March 31st 2017 or days after receiving NFL approval to attempt to move to Las Vegas and build a new stadium, the Raiders started their soil and site analysis. Then, after some months, on May 2nd, the Oakland Raiders officially purchased the same Russell Road site they were doing the analysis on. Right? Marshawn Lynch Suspended One Game For Unsportsmanlike Conduct - NFL Explains Why In this press release, the National Football League (NFL) explains why Oakland Raiders Running Back Marshawn Lynch was suspended for one game: MARSHAWN LYNCH SUSPENDED ONE GAME FOR UNSPORTSMANLIKE CONDUCT MARSHAWN LYNCH of the Oakland Raiders has been suspended without pay for one game for unsportsmanlike conduct in Thursday night's game against the Kansas City Chiefs. NFL Vice President of Football Operations JON RUNYAN issued the suspension for a violation of Rule 12, Section 3, which states that "There shall be no unsportsmanlike conduct. This applies to any act which is contrary to the generally understood principles of sportsmanship." Lynch also specifically violated Rule 12, Section 3, Article 1 (g) which prohibits "unnecessary physical contact with a game official." In his letter to Lynch, Runyan wrote: "You made deliberate physical contact with one of our game officials as he was diffusing an active confrontation between players. You were disqualified for your inappropriate and unsportsmanlike actions. Your conduct included pushing the game official and grabbing his jersey…You were not directly involved in the active confrontation that the game official was attempting to diffuse, nor were you a participant in the play that initiated the confrontation. You were the only player from either team who ran from the sideline to midfield to insert himself into a situation in which he was not directly involved." Lynch will be eligible to return to the Raiders' active roster on Monday, October 30 following the team's October 29 game against the Buffalo Bills. Under the Collective Bargaining Agreement, the suspension may be appealed within three business days. Appeals are heard and decided by either DERRICK BROOKS or JAMES THRASH, the officers jointly appointed and compensated by the NFL and NFLPA to decide appeals of on-field player discipline. # # #

Dr Jen Welter NFL's First Female Coach On Cam Newton And "Female Routes" Comment Last week, Carolina Panthers Quarterback Cam Newton was asked a question by Jordan Rodrigue of the Charlotte Observer, a female reporter. In my interview with Dr. Jen Welter about her new book "Play Big," we talked about Cam Newton, given the timing of his comment. Jordan Rodrigue asked about the "physicality" of the routes ran by Panthers wide receiver Devin Funchess. Newton responded by poking fun as a female asking questions about "routes" - a statement he apologized for making. What did Dr. Jen Welter, the NFL's first female coach, and with the Arizona Cardinals, think of what he said? Dr. Welter first emphasized that she's a friend of Cam Newton and that he has been supportive of her from the start. She was taken aback by what he said, but then wondered what the reporter meant by "physicality" of routes? Overall, she believed he was misjudged and said that Cam Newton is what she describes in my interview as a "very nice man. ""It doesn't speak to the man that I know," Dr. Welter said. Oakland City Attorney Resolution Asks Federal Government To Reclassify Medical Cannabis On November 17th, Oakland City Attorney Barbara Parker's staff will introduce a resolution to the Oakland City Council that, if passed, will ask the Federal Government to reclassify Medical Cannabis from its current status as a “Schedule 1 controlled substance.” The Oakland City Attorney argues that because of this designation, “the federal government considers marijuana as dangerous a heroin with no medical use and high potency for abuse” and that threats of criminal arrest and prosecution leave those in need of the medicine unable to obtain it lawfully. According to the Oakland City Council Agenda for November 17th, the item is called “Subject: Declaration Of Medical Cannabis Health Emergency From: Office Of The City Attorney Recommendation: Adopt A Resolution Renewing The City Council's Declaration Of A Local Public Health Emergency With Respect To Safe, Affordable Access To Medical Cannabis In The City Of Oakland” and is Agenda File #17-0197. The dates finally selected were so close to the next meeting after October 9th, that they elected to go with November 12th. There are as of this writing, the vast majority of documents still either not finished or not signed - most notably the Oakland Raiders / UNLV Joint Use Agreement and the Community Benefits Agreement.

Oakland Raiders Las Vegas NFL UNLV Stadium Hotel Tax Revenue Falling Short? The Oakland Raiders three-game-losing streak isn't the only problem the organization faces as of now. Another one involves the monthly stadium hotel tax revenue gathered from the imposition of a .088 percent tax on hotel rooms in venues within much of the 25-mile stadium district. For the first four months of the life of what's called the “stadium hotel tax” Clark County and the Las Vegas Stadium Authority, as well as it's biggest political fan County Commission Chairman Steve Sisolak, were eager to report the monthly data, and for good reason: it was always over projections. But even with that, there was an underlying problem: the money collected was, on the average, 10.2 percent less than the month before. The numbers looked like this: Monthly Stadium Tax Revenue – Real versus Budget – with difference, Real – Budget. As you can see by looking at the last numbers column, the difference decreased until it was just $155,645 by June. Then, a funny thing happened: Clark County, and Steve Sisolak, stopped reporting on the numbers for July, August, and September. Why is this important? Because the idea was that the stadium hotel tax was to collect a total amount of money greater than $50 million total for 12 months, or the designated mark to be able to pay for the annual staidium bond debt service plus provide its annual surplus, or what's called the “waterfall”. By June, the stadium hotel tax collected $16,797,274, over the budgeted total of $14,800,000 by $1,997,274. The average budget level per month is $3,700,000, with $3,444,088 as the budget estimate for stadium tax revenue for June, and the actual number at $3,597,933 – that small difference of just $153,845. Here's the problem: we don't know the actual or budgeted stadium tax revenue numbers for July, August, and September. But we do know the actual number has dropped each month – how low did it go in July, August, and September? If each month of real revenue for July, August, and September was below the $3.4 million mark for June for the budget, then there's a problem. Part of that $16,797,274 is $1 million that was to be collected for use by the Las Vegas Stadium Authority from the last fiscal year, leaving $15,797,274 – or $997,274 as a surplus. If the real revenue for July, August, and September is so low, taking yet another $1 million out for the Las Vegas Stadium Authority for the upcoming fiscal year would cut into the surplus of $997,274, leaving a deficit of $2,726. Of that, the Las Vegas Stadium Authority borrowed $500,000 from Clark County, so paying that back would equal $497,274 extra and deepen the deficit – and that's cut into is that which is used for the stadium subsidy itself. This was not supposed to be the situation: the idea was that a revenue surplus from the stadium hotel tax revenue was supposed to be so great that the overall annual revenue mark of $50 million, which includes the bond debt service estimated at about $44 million annually, would be a piece of cake to reach. But the available numbers, the monthly stadium tax revenue decrease, and Clark County's reluctance to share the data for July, August, and September, indicate a problem that spells one solution: for the Las Vegas Stadium Authority to ask for money from the Clark County General Fund to avoid bond money shortfalls. It's an election season. What will Clark County's voters think about spending more public money on an NFL stadium project they weren't asked to pay for in the first place? Stay tuned. Oakland Coliseum Site Has Big League Sports Teams - SF Chronicle Shows Ignorance The Oakland Coliseum has played land host to not one, or two, but three major sports teams. In spite of that, and in the face of a Coliseum City plan that could have accommodated the wishes of the Golden State Warriors had the organization showed a real interest in investing in a majority minority town, it's spokesperson uses a mainstream media outlet to issue a stupid comment against The Coliseum. In today's Matier and Ross space, P.J. Johnston, whom I've never met in person but know and is a good man, wrote that the Coliseum was not suitable for big-league sports. Then, he issued a take that made me wonder what he was smoking: “A lot of what drives a deal is what you can build next door” said P.J. Wow, so let me get this straight: the Warriors went over to Mission Bay to build something “next door”? Where? The land is, well, blocked on all four sides. Moreover, Warriors Owner Joe Lacob told me the reason for trying to move to San Francisco was that Mayor Ed Lee and his economic development staff were more aggressive than that for Oakland. Take a look at my 2012 talk with Labob here: What P.J. wrote, or more accurately, said to Matier and Ross was the product of spin – trying to defend a move in the face of owing the Coliseum JPA and the City of Oakland and Alameda County a lot of money. If The Warriors were really in need of land to develop, then the 100 acres that is Coliseum City would have been a better choice than the Mission Bay land they selected. Which brings me to this: the reason the Warriors are building at Mission Bay is because SalesForce Founder and CEO Marc Benioff called Lacob and offered him that land he owned at a good price for the Golden State Owner. It wasn't about “what you can build next door.” And as far as Las Vegas, Matier and Ross know nothing of value about that deal, just the planned $750 million subsidy – something that is in jeopardy after the sad event in Las Vegas. That subsidy, which has not yet been given for stadium construction, is depended on tourist flow to Sin City, which is now certain to take a dive. Stay tuned.
